What does a background mean?

I mean, if you’re not working on anything, or if the things you’re working on don’t fill the space. Personally, I’d like it to be transparent. If it’s over your Win32 desktop for example, you’d see the icons or your personal background picture. Clicks should pass through to what’s seen underneath if nothing is in the way from Workplace.

This is not quite a scam because it's technically legal, but it's run very much like a scam. This company works with a few "clients" that have vast repositories of copyrighted images.
